Penny Herman, former COT Commissioner, 7:08 AM   She served on the City Commission with Scott Maddox, taking her turn at Mayor like others on the Commission.  However, with Mr. Maddox deciding to run for the City Commission again Ms. Herman felt it necessary to illuminate some things that happened.  The documentation is public record and we’ll explore as much as we can in the second hour of the show.
